In Lviv, paychecks for street cleaners and tram drivers may be delayed

In Lviv, due to the State Treasury Service blocking payments, some municipal workers may not receive their salaries on time. This includes, in particular, street cleaners, tram drivers, and employees of municipal utilities.

Lviv Mayor Andriy Sadovyi stated that he is currently forgoing his own salary until payments to utility workers resume.

According to the Lviv City Council, the payment freeze could cause salary delays for about 3,000 workers.

Among them are:

  • 1,109 employees of “Lvivelektrotrans”;
  • 864 employees of ATP-1;
  • about 800 street cleaners and utility workers.

Andriy Sadovyi stated that by the end of the week, some of Lviv’s street cleaners and tram drivers may not receive their scheduled salaries.

“By the end of the week, some of Lviv’s street cleaners and tram drivers may not receive their well-deserved scheduled salaries. This, by the way, is illegal. The reason is that the State Treasury Service has suspended payments for transportation services and sanitation. This is precisely where the salaries of street cleaners and electric transit drivers come in. In Lviv, payments totaling over 500 million hryvnias have not been made. In addition to the salaries of municipal workers, this also includes preparations for winter, funding for medical and educational facilities, and emergency repair work following rocket attacks,” wrote the mayor of Lviv.

According to Andriy Sadovyi, on Tuesday, October 6, he spoke with Prime Minister Serhiy Koretskyi. During the conversation, the mayor was told that blocking payments was a necessary measure.

At the same time, Sadovyi said, critical payments will gradually be processed manually. The situation is expected to improve within a month.

The mayor of Lviv stated that, under these circumstances, he considers it inappropriate to receive his own salary.

“Under these circumstances, I consider it unethical to receive a salary until payments to utility workers resume. Therefore, I am forgoing my salary for the time being. I propose that the members of the Verkhovna Rada of Ukraine and the members of the Cabinet of Ministers adopt the same decision as a sign of solidarity with the people who should receive their salaries on time for work performed on time. It’s not right for an official to be first in line for a salary, while the people who keep the city running with their own hands are last. You may call this populism. It doesn’t matter. The main thing is that payments to the people be resumed,” added Andriy Sadovyi.

The Treasury’s blocking of payments affects not only Lviv but also other communities in Ukraine. Because of this, the Association of Ukrainian Cities has appealed to the government.

The Association of Ukrainian Cities stated that payment delays are creating problems for municipalities, particularly in settling accounts with energy and fuel suppliers, repair crews, waste management companies, and other organizations.

“Blocking municipalities’ payments to suppliers of energy resources, fuel, repair crews, waste collection companies, and others is leading to consequences that the aggressor has been unable to achieve through shelling since the start of the full-scale invasion,” the statement from the Association of Ukrainian Cities reads.

The statement from the Association of Ukrainian Cities also notes that, as of September 9, communities have been prevented from purchasing fuel for vehicles dispatched to provide medical assistance or clear debris following Russian shelling.

In addition, payments for work and equipment for medical, educational, and social institutions, as well as measures to prepare for the heating season and implement resilience plans, have been suspended.

Due to the suspension of payments, communities are also unable to fully prepare resilience centers or repair infrastructure and energy facilities damaged by shelling.

Thus, the issue with treasury payments may affect not only the timely payment of salaries to public sector employees but also cities’ preparations for winter, the operation of critical infrastructure, and the restoration of facilities damaged by Russian attacks.

Ukraine’s 2027 state budget proposes a significant increase in basic social standards. Specifically, this includes raising the minimum wage, the subsistence minimum, and the minimum old-age pension.

People with disabilities since childhood may, under certain conditions, simultaneously receive a survivor’s pension and state social assistance. The Pension Fund has explained who is eligible for such payments.

Earlier, the Pension Fund explained how to obtain a winter fuel subsidy.

The Ukrainian government has also officially introduced a new procedure for reimbursing housing and utility costs for facilities hosting evacuated citizens.

Ukrainians who are eligible for both a housing subsidy and a benefit may choose one of these forms of state support. If the amount of the subsidy awarded is 0.00 UAH, the person may apply for the benefit.
