The commander of the Russian Black Sea Fleet has been charged in connection with the attack on Kyiv

The Kyiv City Prosecutor’s Office and the Security Service of Ukraine (SBU) have formally charged the 55-year-old commander of the Russian Navy’s Black Sea Fleet in absentia. According to the investigation, on July 8, 2024, he ordered a strike on Kyiv using at least ten “Kalibr” cruise missiles.

The missiles were launched from submarines and surface ships of the Russian Black Sea Fleet that were on combat duty in the Black Sea. Some of them struck civilian targets in the capital.

One of the missiles struck a five-story residential building on Sals’koho Street in the Shevchenkivskyi district and destroyed the fourth entrance. Thirteen residents were killed, including five children.

According to the prosecutor’s office, the suspect was aware of the building’s civilian status and that it could not be a legitimate military target.

The Russian vice admiral’s actions were classified as a violation of the laws and customs of war, committed by a group of individuals acting in concert and combined with intentional homicide. Charges were filed under Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine.

As a reminder, the Security Service of Ukraine thwarted a terrorist attack in the center of Rivne. According to the investigation, a Russian agent planted a homemade explosive device in a trash can near one of the government buildings. He then used a messaging app to inform his Russian handler that the mission had been completed.

Earlier, the SBU’s counterintelligence unit detained a Russian military intelligence agent in the Donetsk region who was guiding guided aerial bombs and strike drones toward the Sloviansk area.
